The Pros and Cons of “Sound Horeg” in East Java, Husnul Aqib: Art is Acceptable as Long as it Doesn’t Cause Disturbance

Sound Horeg is a phenomenon involving the use of large sound systems with intense volume and vibrations, commonly found at carnivals, celebrations, and community events in rural areas. Currently, sound horeg has become a hot topic of public discussion in East Java, following a fatwa issued by the East Java branch of the Indonesian Ulema Council (MUI) declaring it forbidden (haram). There have even been calls from some parties for the governor to issue specific regulations regarding it.

The Indonesian Ulema Council (MUI) of East Java issued a fatwa declaring Sound Horeg “haram” because it was considered to to cause more harm—such as disturbances to public peace, health issues, and social unrest—than benefits.

Member of Commission A of the Regional House of Representatives of the Province of East Java, Husnul Aqib, said that the governor or  provincial government may issue new regulations, but they must first assess the situation on the ground.

Each region, for example, could have its own regulation on Sound Horeg such as a regent's regulation (perbup) or a mayor's regulation (perwali), only then does the provincial government make such regulations once there is a legal basis, such as a regent’s or mayor’s regulation,” said the PAN politician on Thursday (7/17/2025).

According to him, Sound Horeg is essentially a part of everyday life among lower-class communities.

“It can be seen as a tradition or a form of local art that originated where Sound Horeg first appeared. However, it must not disturb others. Artistic expression is acceptable, but if it disrupts the community, it becomes a legal matter,” emphasized the former deputy chairman of the Lamongan Regional House of Representatives.

For your information, the Sound Horeg phenomenon reflects the duality of cultural innovation and socio-ecological challenges. To ensure its presence can be enjoyed without harming the public, a balance is needed between creativity, regulation, and mutual respect.

Despite the controversy, the government, through the East Java Ministry of Law and Human Rights, is reviewing the registration of intellectual property rights (IPR) for Sound Horeg as a form of local cultural expression, while also drafting regulations on noise control. This effort seeks to guide performers in expressing their creativity while respecting the peace of the surrounding community.
