Commission D Highlights Budget Efficiency and Sustainability of the Trans Jatim Program

Commission D of the East Java Regional House of Representatives (DPRD Jatim) has raised concerns over budget efficiency at the East Java Transportation Agency (Dishub Jatim) and the sustainability of the Trans Jatim program. Operational funding for Trans Jatim is confirmed to be sufficient only until mid-2026, prompting the DPRD to issue seven recommendations to ensure that public transportation services are not disrupted.

Surabaya (03/11/2025) — Commission D of the East Java Provincial DPRD has highlighted the low budget absorption of Dishub Jatim in fiscal year 2025 and emphasized the importance of maintaining the continuity of the Trans Jatim program, one of the province’s flagship public transportation services.


Budget Absorption Performance of Dishub Jatim

Spokesperson of Commission D DPRD Jatim, Abrori, stated that in fiscal year 2025 Dishub Jatim managed a total budget of Rp974.72 billion, comprising Rp664.64 billion from the original APBD and an additional Rp310.08 billion from the Revised APBD.

However, based on data from the East Java Regional Development Planning Agency (Bappeda) as of 30 October 2025, budget realization has reached only Rp453.39 billion, or approximately 46.52 percent.

“Budget absorption that remains below 50 percent should be addressed immediately to prevent the accumulation of spending at year-end, which could result in a budget surplus (SiLPA). We urge timely and well-planned budget execution in line with the vision and mission of the central government,” Abrori said during the plenary session on the Draft 2026 East Java APBD, Monday (03/11/2025).


Budget Efficiency in Fiscal Year 2026

For fiscal year 2026, Dishub Jatim proposed a budget of Rp532.84 billion; however, only Rp418.82 billion was approved, representing a reduction of approximately Rp114 billion from the initial proposal.

The approved budget is allocated for:

- Personnel expenditures and secretariat support totaling Rp161.52 billion.

- Government support programs amounting to Rp201.70 billion.

- Sea transportation management at Rp49.01 billion.

- Maintenance of railway facilities at Rp6.57 billion.

According to Abrori, budget reductions across Dishub programs range from 20 to 50 percent, or roughly 30–40 percent compared to the initial KUA–PPAS indicative ceiling.


Sustainability of the Trans Jatim Program

A key concern of Commission D is the sustainability of the Trans Jatim program. Based on the report from the Head of Dishub Jatim, operational funds for Trans Jatim in 2026 will only be sufficient until July–August 2026. For the period from August to December 2026, additional funding of Rp102 billion is required.

“If this shortfall is not anticipated promptly, Dishub may be forced to implement efficiency measures, including the possible reduction of human resources assigned to Trans Jatim terminals and shelters,” Abrori explained.

The Trans Jatim program has previously been a major focus of the DPRD’s efforts to enhance public services, as it contributes to urban mobility and the reduction of carbon emissions.


Seven Recommendations from Commission D DPRD Jatim

Commission D put forward seven strategic recommendations related to budget management and transportation services in East Java:

1. Accelerating budget absorption to prevent year-end budget surpluses (SiLPA).

2. Exploring new funding potentials and financing schemes to ensure the sustainability of Trans Jatim.

3. Introducing innovations in the Trans Jatim business model to cover operational cost shortfalls.

4. Encouraging inter-agency budget reallocation among OPDs with similar functions to support public transportation services.

5. Coordinating with the central government regarding financing schemes for transportation facilities.

6. Improving the targeting and management of the Free Homecoming (Mudik Gratis) ticketing system.

7. Evaluating the business models of terminals and airports to function as mobility hubs and centers for small and medium-scale economic empowerment.

“Public transportation services such as Trans Jatim have become an icon of East Java. Therefore, we hope this program will continue with improved services and adequate budget support,” Abrori concluded.
