The East Java DPRD Chair Commits to Following Up on BPK Audit Findings After Securing the 11th Consecutive Unqualified Opinion
The East Java Regional House of Representatives (The East Java DPRD) Chairman Drs. H. M. Musyafak affirmed that the province’s achievement of its 11th consecutive Unqualified Opinion (Wajar Tanpa Pengecualian/WTP) from the Audit Board of Indonesia (BPK RI) must be accompanied by the full implementation of all audit recommendations to further strengthen accountability and transparency in regional financial management.

SURABAYA — The East Java Provincial Government has once again received an Unqualified Opinion (WTP) from the Audit Board of Indonesia (BPK RI), marking the 11th consecutive year the province has earned the country's highest audit opinion.
While welcoming this significant achievement, the East Java DPRD emphasized its commitment to ensuring that all findings and recommendations issued by BPK RI are promptly addressed.
Chairman of the East Java DPRD, Drs. H. M. Musyafak, described the renewed WTP opinion as both an honor and a public trust that must be safeguarded collectively by the executive and legislative branches.
“This WTP status is a great blessing and a source of profound gratitude for the people of East Java and for the provincial government, both the executive and legislative institutions,” Musyafak said following the Plenary Meeting for the Submission of the Audit Report (LHP) on the 2025 Regional Government Financial Statements (LKPD) at the East Java DPRD Building on Tuesday (09/06/2026).
Musyafak: BPK Recommendations Must Be Fully Implemented
The PKB legislator stressed that the East Java DPRD would not only celebrate the province's continued success in obtaining a WTP opinion but would also closely monitor the implementation of every recommendation issued by BPK RI.
“We hope that all recommendations delivered by BPK can be resolved promptly and implemented in accordance with the mandate that has been given,” he stated.
According to Musyafak, maintaining an Unqualified Opinion for eleven consecutive years reflects East Java's consistent commitment to promoting accountable, professional, and transparent public financial governance.
However, he emphasized that this achievement should not diminish the government's attention to audit findings that still require corrective action.
“The East Java DPRD highly appreciates the WTP opinion awarded by BPK. We hope this achievement can be sustained while continuing to strengthen accountability, professionalism, and transparency in the management of the East Java Local Budget (APBD) in the years ahead,” he affirmed.
BPK Highlights Several Findings in East Java's 2025 Financial Statements
During the same session, Widhi Widayat, Director General of State Finance Audit V at BPK RI, officially announced that the East Java Provincial Government had once again received an Unqualified Opinion for its 2025 Regional Government Financial Statements (LKPD), marking the province's eleventh consecutive WTP opinion.
Despite the positive audit opinion, BPK identified several issues requiring immediate attention.
Among the findings were delays in the completion of road, irrigation, and network infrastructure projects at three regional agencies that had not yet been subjected to contractual penalties as required by prevailing regulations, potentially resulting in reduced regional revenue.
BPK also identified weaknesses in the management of provincial financial assistance to villages, including overpayments caused by deficiencies in project implementation volumes.
In addition, the audit highlighted shortcomings in the administration of reclamation guarantees and post-mining guarantees managed by the East Java Energy and Mineral Resources Agency (ESDM), creating potential risks for administrative irregularities and misuse.
To address these issues, BPK recommended that the Governor of East Java take immediate corrective measures, including collecting penalties for delayed infrastructure projects, recovering excess payments related to village financial assistance, and strengthening the management of reclamation and post-mining guarantee funds.
With its 11th consecutive Unqualified Opinion and the East Java DPRD's commitment to overseeing the implementation of BPK's recommendations, the province is expected to further reinforce its reputation as one of Indonesia's leading regions in accountable, transparent, and effective public financial governance.
