The East Java Provincial DPRD Appreciates National Best Province Predicate of Local Governments

The vice chairman of the East Java Provincial DPRD, Major General TNI (Ret.) Istu Hari Subagio appreciates East Java Province’s achievements. Despite Governor Khofifah Indar Parawansa's term is coming to an end, her achievements continue to flow. Yesterday, East Java Province achieved as the best province in regional government implementation in Indonesia by the Ministry of Home Affairs of the Republic of Indonesia. This is stated in Minister of Home Affairs Decree Number 100.2.1.7-6646 dated on December 21st, 2023 which was delivered to all regional governments throughout Indonesia at the Ministry of Home Affairs office.

"All praises to Allah SWT, we truly appreciate Governor Khofifah's performance for her accomplishments," he said, Monday (29/1).

Based on the results of 2023 Regional Government Implementation Evaluation (EPPD) carried out by EPPD National team on July 13th - 15th, 2023, Istu said that East Java Regional Government Implementation Report (LPPD) 2022 received performance score of 3.6970. The score, said the former Governor of the Military Academy, put East Java in the first position nationally, followed by Central Java in the second position and DKI Jakarta in the third position. "In addition, the performance score has increased by 0.087 compared to 2021 LPPD performance score of 3.61", he explained.

The increase was due to percentage hike of macro performance achievements related to economic growth, poverty reduction, Open Unemployment Rate (TPT) and Performance Achievement of Government Affairs consisting of 24 mandatory affairs, eight optional affairs, and supporting functions of affairs which are under the authority of East Java Province. For this proud achievement, Governor Khofifah also expressed her highest appreciation to all State Civil Apparatus (ASN) throughout East Java."Alhamdulillah, East Java has succeeded in becoming the national best province for regional government implementation. This achievement, this ranking is a result of dedication and hard work form all of us," said Governor Khofifah in Surabaya, Monday (29/1).

This achievement, she said, was also a form of East Java achievement in carrying out the Nawa Bhakti Satya program which has succeeded in reducing the extreme poverty rate by 3.58 percent in 3 years, from 2020 - 2023. The decline even exceeded the national average achievement. Furthermore, the decrease in the TPT rate by 0,25 from 5,74 percent in 2021 to 5,49 percent in 2022, as well as other achievement in basic and non-basic service affairs have also become success factors. Governor Khofifah also advises all State Civil Apparatus (ASN) of East Java Provincial Government not to let their guard down and reduce public service performance. She hopes that Nawa Bhakti Satya is able to continue to be the basis for every public service implementation.

“This achievement is also a sweet result from various breakthroughs and innovations from 38 Regional Apparatus Organizations (OPDs) of East Java Provincial Government. Guided by the IKI motto, I hope all State Civil Apparatus (ASN) can maintain and even improve current performance achievements", she said.

On the other hand, three regencies and one city in East Java succeeded to the top 10 national Regional Government Implementation Report (LPPD) achievement. For city category, Surabaya City won first place nationally with performance score of 3,5866. As for the regency category, Banyuwangi managed to place the first position nationally with performance score of 3,8118. Then followed by Sidoarjo Regency in second position with score of 3,78 and Bojonegoro Regency in fourth position with score of 3,5793. Apart from the ranks, based on the overall score and status, the performance achievement of the regencies/cities LPPD in East Java has been improved compared to the previous year's LPPD. It was recorded that 13 regencies/cities from East Java obtained high-performance status, 24 regencies /cities with moderate performance, and one regency with low performance in 2022.

Meanwhile, when compared to 2021, there were only three regencies with high performance, 21 regencies with medium performance and 12 regencies with low performance and 2 regencies with very low performance.
